O governador João Azevêdo sancionou a Lei 12.142, que estabelece as normas relativas à exploração direta, ou mediante concessão, dos serviços locais de gás canalizado no Estado da Paraíba. Esse é a primeira legislação do Estado que regula os serviços de distribuição de gás natural canalizado, feito pela Companhia Paraibana de Gás (PBGÁS), detentora da concessão desde 1994.
De acordo com a Lei de autoria do poder executivo e publicada na edição da quinta-feira (25) do Diário Oficial do Estado (DOE), o Estado da Paraíba regulará, fiscalizará e supervisionará os serviços locais de gás canalizado por meio da Agência de Regulação do Estado da Paraíba – ARPB. Um dos pontos novos da Lei do Gás é a regulamentação das condições técnicas e operacionais para o funcionamento do mercado livre no Estado da Paraíba, onde o consumidor poderá escolher comprar o gás da PBGÁS ou de um outro supridor, desde que o gás seja escoado para sua unidade pela infraestrutura de transporte de gasoduto da PBGÁS.
Para o diretor presidente da PBGÁS, Jailson Galvão, a Lei que regulamenta a distribuição do gás canalizado, além de ser pioneira no Estado se adequada a nova lei do gás nacional, sancionada no mês de abril deste ano, que faz uma ampla revisão do marco legal em prol da formação de um mercado de gás natural aberto e competitivo. “Essa nova lei possibilita que o Estado da Paraíba tenha regras claras para os consumidores possibilitando novas modalidades de consumo e melhores condições de mercado”.
Jailson Galvão destacou também a entrada de novos supridores de gás no Estado da Paraíba, a partir do próximo ano, que abre perspectiva de continuar buscando preços mais competitivos na molécula do gás natural beneficiando os clientes do gás natural em todos os seus segmentos. “A contabilização com a legislação federal traz mais segurança jurídica e cria um ambiente propício para competitividade do gás, novas modalidades de contratos e flexibilidade nas negociações, o que fortalece a infraestrutura energética da Paraíba”.
